Welcome to the August edition of the Navigator monthly newsletter. In this edition you'll find information on our ongoing response to the COVID-19 pandemic and how we are supporting our members and providers during this time. You'll also find some program updates and be introduced to our contracting department.

  • Tracking COVID-19: With a statewide mask mandate and a physical distancing culture here in Colorado, how is our state measuring up in the fight against COVID-19? Here are some informative links:

    1. Current COVID-19 tracker for the US and each state
    2. Colorado has reported its lowest three-day average positivity rate since the COVID-19 pandemic began; up-to-date CO COVID-19 stats as of August 18, 2020.

      • COVID-19 Uninsured Program Portal: If you conducted COVID-19 testing or provided treatment for uninsured individuals with a COVID-19 diagnosis on or after February 4, 2020, you can now begin the process to file claims for reimbursement for testing and treating the uninsured. Access the portal here.

      • COVID-19, Health Equity, and Evictions: With the COVID-19 pandemic, we have seen an increase in unemployment and consequently and increase in evictions. This piece by Health Affairs offers insight into the role of health care, especially during this time.
      • COVID-19 and Telehealth: The Centers for Medicare and Medicaid Services (CMS) may eliminate most emergency codes for COVID-19 telehealth services. Read more here.

      • COVID-19 Myths: We’ve been at this for nearly six months. In that time, we’ve learned a lot about COVID-19, yet there is still so much we don’t know. Read more about nine COVID-19 myths that just won’t go away.

      Support for YOU! Take our telehealth survey
      We want to support your telehealth efforts. To do so, tell us more about how you use telehealth in your practice here. We’ll use the results to help you with your telehealth use.
      Updates to Colorado Access Provider Forms
      Colorado Access has updated the forms used to communicate provider adds, terminations, and changes (TIN, NPI, demographic, etc.). To find these new forms, visit our website at https://www.coaccess.com/providers/forms/ and click on the following form(s): Clinical Staff Update Form, Provider Notification of Termination Form, and Provider Notification of Change Form. Please contact ProviderRelations@coaccess.com if you have any questions.
      Changes in NPI requirements
      Effective December 2020, Colorado NPI Law HB 18-1282 requires all newly enrolling and currently enrolled organization health care providers (not individuals) to obtain and use a unique National Provider Identifier (NPI) for each service location and provider type enrolled in the Colorado interChange.

      For information on how to add a new NPI, please see the "Provider Maintenance - Adding an NPI" quick guide available on the Quick Guides webpage.

      is hosting a virtual Night of Remembrance and Hope on International Overdose Awareness Day. This event will showcase creative works submitted by individuals who have been impacted by
      substance misuse and overdose either through personal
      experience or that of a loved one.

      The Department of Health and Human Services (HHS) is announcing an application deadline extension for the Phase 2 general distribution to Medicaid, Medicaid managed care, Children's Health Insurance Program (CHIP) and dental providers. HHS also plans to allow certain Medicare providers who experienced challenges in the Phase 1 Medicare General Distribution application period a second opportunity to receive funding. Both groups have until Friday, August 28, 2020 to apply. For more information, please visit the HHS News Release site.
      IntelliRide now statewide provider of NEMT
      Non-emergent medical transportation (NEMT) is a Health First Colorado (Colorado’s Medicaid Program) benefit for patients who don't have transportation to medical appointments. NEMT used to be administered by different vendors in different parts of the state, but now NEMT is the same in all areas of the state.
      A transportation broker, IntelliRide, had previously provided nine counties' NEMT benefit in the state. On August 1, IntelliRide expanded to serve the entire state's NEMT benefit. Expanding IntelliRide across the state will help improve customer service. They will be better able to ensure more consistent, streamlined operations and improved access for your patients.

      Trips that have already been scheduled with another vendor should be transferred to IntelliRide. Patients can call IntelliRide one week before the scheduled appointment to make sure the trip was transferred to IntelliRide. Please help avoid long wait times for patients who have immediate trip needs--patients and others should avoid calling to verify a trip that is more than a week away.

      The Department of Health Care Policy and Financing (HCPF) is asking for your help. They need your help communicating about the need for more Health First Colorado providers to deliver care to Coloradans.
      HCPF needs more providers NOW to help treat the influx of new Health First Colorado members. They are asking for help to inform your network about this immediate need.

      As a result of the COVID-19 pandemic, HCPF is asking health care providers to join them in ensuring all Coloradans have access to quality health care during this public health crisis by becoming a Health First Colorado provider.

      Currently, HCPF is offering incentives to increase provider enrollment and help provide an important public service. In an effort to increase provider enrollment, HCPF is:

      • Allowing temporary enrollment for providers during the federally designated COVID-19 pandemic.
      • Waiving the application fee and fingerprinting process for applicable providers.
      • Waiving site surveys for applicable providers.

      Key Health First Colorado Provider Benefits

      • FAST Payment: Health First Colorado pays faster than private payers, with claims paid weekly and deposited directly into a business account.
      • Enrollment is Quick and Easy: Online enrollment means you can become a provider in just a few weeks.

      • Customize Your Patient Experience: As a Health First Colorado provider, you have full control of the number of Health First Colorado patients you see, as well as and whether or not your practice is published in the online provider directory.

        Provider Resource Group: How Providers Can Support a Safe Return to School
        Wednesday, September 9th: 12:00 p.m. – 1:00 p.m.

        Join our practice support team and Dr. Brian Erly, a medical epidemiologist from the Colorado Department of Public Health and Environment (CDPHE), for a brief presentation and discussion about the CDPHE guidelines for students and educators returning to schools and how providers can prepare and support their patients during this uncertain time.

        This is a two-part series to support peer learning about back-to-school guidelines and considerations. Part two will be coming in October!

          Medicaid members assigned to Denver Health Medical Plan in error
          Denver Health Medical Plan (DHMP) and Colorado Access (COA) have collaborated to address instances when Medicaid members are automatically assigned to DHMP in error.  The process maps will help you understand the steps to take for newborns and current Health First Colorado members that have been passively enrolled into the DHMP.  When you encounter members that meet criteria for disenrollment, complete the Attribution Issue Tracker and email it to ProviderRelations@coaccess.com.  Please note that disenrollment decisions may take up to two weeks.

          We appreciate your ongoing efforts to provide examples of attribution system issues so that Colorado Access and Denver Health Medical Plan can continue to work with HCPF to improve this process.           CHP+ Telehealth Copays

          We identified a system/benefit error involving copays. All CHP+ services provided by telehealth (place of service 02) require the collection of a copay. The only exception to this rule includes services related to the treatment of a member’s confirmed COVID-19 diagnosis, in which case the copay should be waived. Copay collection should retroactively be applied to services rendered by telehealth back to the beginning of March 2020.

          APM Claims Measure Data is Coming to the Colorado Data Analytics Portal! 

          The HCPF vendor, IBM Watson, has begun posting quarterly alternative payment model (APM) claims measure data on the Colorado Data Analytics Portal (CDAP) as of August 7, 2020.  If you are participating in the APM program and do not have access to the Colorado Data Analytics Portal, we can help you get signed up.           American Academy of Pediatrics Colorado Toolkit

          To help providers maintain the health and safety of Colorado’s children during the COVID-19 pandemic, the American Academy of Pediatrics Colorado has created the Colorado Pediatric Provider ToolkitThe toolkit includes modifiable templates for you to:

          • Inform patients that your practice is open, safe, and still here for them
          • Reinforce how crucial it is for infants, children, and adolescents to continue to have well checks and receive immunizations so they will stay healthy and thrive.

          REPRESENTATIVE SPOTLIGHT
           
           

          Originally from Chicago, Renee Fletter has lived in Colorado for more than 31 years. She has worked in the health care industry since 1996, holding positions such as medical assistant, referral coordinator, and contract manager. She has been a provider relations representative for Colorado Access for seven years, and loves training and offering guidance and resources to the providers she works with. Renee believes these are the building blocks to creating a strong, trusting relationship. Her work is driven by a desire to help providers be successful and navigate the commercial and government payer plans.

          When Renee isn’t spending time with her children and two dogs, you can find her rooting for the Chicago Bears or traveling to other states to participate in obstacle course races and charity 5Ks that benefit mental health awareness. She’s passionate about living life in the best physical and mental health possible, and loves empowering others to take charge of their physical and mental awareness and health.
